"The seedling miles would not be at the near edges of towns or cities, but out in the boonies. One would have to fight the goo to get to them and, once on them, revel in the contrast between hub-deep mud and smooth, white concrete. This, theoretically, would encourage the states, counties, cities and towns to ante up the necessary funds through bond issues to extend the concrete in both directions.
